Spurs' summer rebuild continues to gather momentum, with Savinho remaining one of the club's leading attacking targets as Roberto De Zerbi looks to reshape his squad ahead of the new campaign.
The Brazilian has been heavily linked with Spurs over the last week, and reports emerging in recent days suggest discussions over a potential move are progressing.
Savinho is understood to be open to joining Tottenham, with the opportunity to work under De Zerbi viewed as a major factor in his thinking.
Multiple reports have claimed Spurs have revived their pursuit after previously failing to land the winger, while City are now considered more willing to discuss a deal than they were 12 months ago.

The financial side of any agreement could still prove complicated.
Last summer, City were reportedly seeking a near-£70m fee to consider selling Savinho.
More recent reports have suggested Tottenham are convinced a deal may now be achievable closer to the £60m mark, although negotiations are still ongoing.
Spurs are said to view the 22-year-old as one of the most exciting wide players potentially available this summer, particularly after another season in which opportunities at the Etihad were limited.
However, Savinho is not the only winger under consideration.

According to well-connected Spurs insider O'Keefe, Tottenham are exploring several options as they prepare for a busy transfer window.
Posting on social media, O'Keefe revealed that Fulham's soon-to-be free agent Harry Wilson is also being looked at by the Lilywhites.
"Tottenham looking at winger options with Savinho a top priority," he said.
"Harry Wilson, Anan Khalaili also considerations in addition.
The update provides an interesting insight into Tottenham's recruitment plans.
While Savinho appears to be the headline target, Spurs are clearly assessing alternative profiles should negotiations become difficult.
The inclusion of Wilson is particularly noteworthy given the Fulham winger's Premier League experience and proven attacking output.
Wilson has quietly established himself as a reliable performer in England's top flight over recent years.
The Wales international offers creativity, set-piece quality and versatility across multiple attacking positions. At 29, he would also bring significantly more experience than many of Tottenham's younger attacking options.
Wilson is fresh off the back of an excellent season too, having racked up 10 goals and seven assists in 36 Premier League games.
However, the north Londoners face stiff competition, with Unai Emery's Aston Villa believed to be firm contenders.
According to Fabrizio Romano last month, Villa have already held initial talks with Wilson over a switch to the Midlands, and they're unlikely to be Spurs' only competitor in the race for the ex-Liverpool winger.
De Zerbi has already overseen important additions since arriving, with Tottenham agreeing deals for Andrew Robertson and Marcos Senesi.
The next priority appears to be increasing competition in the wide attacking areas.
Savinho remains the dream target.
His pace, dribbling ability and direct style suit the aggressive attacking football De Zerbi wants to implement. Yet, Tottenham's recruitment team are clearly determined not to leave themselves exposed if City's demands become excessive.
Wilson and Khalaili represent very different alternatives, but both would address the same need.
